Topic: Care Under Constraint: Ethics, Scarcity, and Possibility in Health Care
Scarcity is one of the defining ethical challenges in health care. It reaches beyond budgets, beds, and staffing into the time, energy, and emotional capacity needed to care. It is a moral invitation to reflect on what matters most and shapes not only what is possible, but how choices are made, values are tested, and innovation takes root. PHC’s 2027 Ethics Conference will explore the ethical complexity of scarcity, including its impact on patients, providers, and organizations. Join us for a day of learning and conversation about scarcity, ethical discernment and practice, and what becomes possible when difficult choices are faced with clarity, imagination, and purpose.
